Beyond Distance Research Alliance

The community of expertise will share experience and practice-led expertise around two main themes: first, concerning issues of distance learning implementation (contexts, learners and technologies), and second, on how mobile learning technologies can be integrated into the e-learning environment and help to address emerging issues including digital exclusion, student learning and support in different parts of the world.

Objectives

Through a process of mutual capacity building among active researchers in Europe, America and Australia and those in the developing world, educational researchers will be in a virtual community of expertise developed on the basis of Salmon's (2003) 5-stage model of community building. Knowledge built up will be shared and transferred to the wider community of practitioners in other higher education institutions all over the world. The process seeks to meet educational needs beyond conventional distance learning programme design and delivery, and provides for flexibility of content, learner support and development needs in a variety of cultural, social and economic contexts.

In accordance with the guidelines laid out in the Modalities for organizing the work of the Global Alliance for ICT and Development (GAID) document, the proposed community of expertise is committed to:

  1. analyzing existing and on-going research, programmes and practices in e-learning and distance learning, with a view to identifying best practice and developing guidelines, standards or templates for dissemination;
  2. sharing knowledge and findings of research studies on cutting-edge, new or emergent issues in higher education;
  3. identifying technological or organizational transformational solutions in order to overcome barriers to development using Information and Communication Technologies in the higher education sector; and
  4. actively seeking opportunities for, and facilitating, multi-stakeholder partnerships and resource sharing in research into e-learning and distance learning education.

Deliverables

The community of expertise will function primarily as a web-based network, using low-cost highly participative collaboration tools. There will be community web-portal, with designated areas for information dissemination, resource sharing, discussion. Practitioners involved in the community of expertise have wide experience of dissemination through web-based mechanisms like blogs and Wiki-s. This can be activated within the first quarter of the community's inception and would continue throughout the duration of the community's lifetime.

The community of expertise is currently in negotiation with the Omnium Project to host resources to be used for the community's outreach. Omnium is an ongoing research study investigating how the Internet can be used to help creative individuals interact and work collaboratively from any location worldwide. Founded in 1998, Omnium has linked over 5000 creative students, educators, professionals, theorists and writers from over 40 countries worldwide through its online projects, courses and communities. Online training programmes will be made available in specific aspects of e-learning - like e-moderation by experts from stakeholder institutions associated with the community of expertise. This stage of the process could be activated by the third quarter of the community's inception, but would be based on a minimum number of individuals from participating institutions being available and agreeable to undertake the online training course.
