UNESCO: Telecentre.org joins UNESCO's Open Training Platform

It now joins the Open Training Platform (OTP), a UNESCO-powered hub to free and open learning for development. Both Telecentre.org and OTP are the Flagship Partnership Initiatives of the United Nations Global Alliance for ICT and Development (GAID).

What we see in the developed countries is a retreat from a policy of broad based digital social inclusion. This seems to be of a piece with the continuing neo-liberal erosion of the notions of inclusive citizenship. These in turn are seemingly based on an assumption that decisions concerning Internet access and use are best left to individuals (and individual resources) rather than being an aspect of social policy. At the same time, in some LDC's we see an extension of precisely the same processes of broad-based access for pragmatic social and economic reasons.

This paper was written by D.Net an ICT4D organization based in bangladesh. It introduces the history and outputs of the "Mobile lady" using mobile phone as an effective 'last-mile solution' to take information to the poor. "Making ICTs relevant to the poor people is basically about providing information and knowledge services, which are related to their livelihood" introduces the paper. From the introduction: "D.Net has been experimenting what livelihood contents make an impact on the livelihood of the poor people in rural Bangladesh since 2003.
