Joint ITU and G3ict Forum 2008 on “The Convention on the Rights of Persons with Disabilities: Challenges and Opportunities for ICT Standards"

The UN Convention on the Rights of Persons with Disabilities is one of the fastest human rights treaties ever adopted. It was developed with the active participation of country delegations and NGOs representing persons with disabilities, and includes a number of detailed mandates related to accessible and assistive Information and Communication Technologies (ICTs).

EurActiv: EU acts to remove Web barriers for disabled

The hurdles faced by disabled citizens every day are not just infrastructure-related. Despite the disabled being the most frequent users of media, just 5% of websites in Europe are accessible to the blind and an even smaller proportion of TV programmes are deaf-friendly.

The Commission is currently studying new measures to establish industrial standards which should pave the way to easier access to new technologies with high potential spin-offs. The measures are being introduced in the face of what some describe as a "failure of the market" to guarantee accessibility.

Business Daily: Talks seek to hook up 80% of Africa to Internet

The meeting, dubbed Connecting Rural Communities Africa Forum 2007, is organised by the Commonwealth of Telecommunications Organisations (CTO) with telecoms market regulator Communications Commission of Kenya as the host.

It will discuss research findings, policy options, regulatory strategies, business models, financing and investment, available technology and public-private-people-partnerships that can improve rural connectivity in Africa.

The conference is a precursor to a major CTO study on Africa's rural connectivity planned to kick off early next year.

IT Business: Designs to focus on IT needs of disabled

An IBM-sponsored program to help ensure that computer science graduates learn to design products with disabled people's needs in mind could mean better product design for everybody.

IBM has so far signed up five universities, including the University of Toronto, for its Accessibility Common Courseware Exchange for Software Studies (ACCESS). That program will help the institutions develop and share course materials to teach students how to design software that people with disabilities can use comfortably.

The Wireless Internet Opportunity for Disabled Persons: New Horizons for Assistive Technologies Roundtable

Building on the momentum from the first G3ict Global Forum in March, the G3ict Roundtable in Chicago is an inquiry session (a) to talk about the Initiative to local decision makers and (b) most importantly, to collect information and data on different aspects of accessibility and ICTs. What is under way at the local-government level? What is known about Section 508 and 255 guidelines for accessibility? What are the applications available in a municipal context to improve the lives of persons with disabilities?

UNESCO supports development of screen reader for visually handicapped students

A UNESCO supported software to convert text to speech in Belarusian, Russian and English is now freely available for visually handicapped students.
The development of the software entitled Sakrament LibReader is particularly targeted towards educational and cultural purposes.

Informal Summary of the Second GAID Strategy Council Meeting

The Second meeting of the Strategy Council of the Global Alliance for ICT and Development (GAID) was held on 27 February 2007 at Intel Headquarters in Santa Clara, California. Approximately 130 members of the Strategy Council and the Panel of High-level Advisers attended the meeting.
