ITWeb: Policy slows African network roll-out

Emphasis on a Pan African ICT regulatory environment is a vital ingredient in speeding up broadband infrastructure network deployment across the African continent.

The statement was made by Sami Al-Basheer Al Morshid, director of the International Telecommunications Union (ITU) Development Bureau, at the recent Connect Africa Summit, in Rwanda. The lack of high-capacity broadband infrastructure in Africa's capital cities and between cities was under the spotlight at the event.

Commitments for over 55 billion dollars were made to interconnect all African capitals and major cities with Information and Communications Technology (ICT) broadband infrastructure and strengthen connectivity to the rest of the world by 2012.

A report issued by the International Telecommunications Union (ITU) on the recently concluded Connect Africa Summit, held in Kigali, Rwanda, from 29 to 30 October, says that by 2015, broadband and ICT services will be extended to all African villages.

France ranks highest in technology assistance to the developing world, according to a report analysing rich nations' aid to developing countries.

The 2007 Commitment to Development Index, produced annually by the Washington-based think-tank Center for Global Development (CGD), compares support provided to developing countries by 21 high-income, industrialised nations.
