FPIs are multi-stakeholder activities catalyzed by GAID to leverage joint resources and to spur visible action toward attaining its objectives across the four GAID focus areas (education, entrepreneurship, governance and health). FPIs differ from COEs in terms of their output, scope and operating modalities. As GAID has been established to promote multi-stakeholder partnership-building under its umbrella, formation of new FPIs is possible, provided that the proposed partners meet established criteria to ensure the likelihood of quality output is in line with the objectives of the Global Alliance.
Prospective applicants are first encouraged to familiarize themselves with the area of work of existing FPIs, as proposals that duplicate or overlap the work of existing initiatives will not be approved.
Joint proposals by the lead stakeholders can be submitted to the Secretariat at any point. After the necessary online consultations, the Secretariat will submit proposals to the Steering Committee for its approval. Approval is subject to the submission of a detailed implementation and resource mobilization plan within six weeks of notification. Upon satisfactory review of the plan, FPIs will be invited to begin operation.
At each annual meeting of the Strategy Council subsequent to their approval, FPIs will be requested to provide progress reports, using metrics to illustrate how far they have come in meeting their objectives. Members of the Strategy Council will review the reports, and, if any Member feels an FPI is not performing well against the criteria, they can refer it to the Steering Committee for review. If the Steering Committee agrees that an FPI is not performing, the FPI may be restructured or disbanded, as agreed in consultation with the lead organizations of the FPI.
