The Global Alliance functions as a partnership and network supported by the United Nations, under the authority of the Secretary-General and the auspices of the Economic and Social Council (ECOSOC).

A Steering Committee provides the secretariat of the Alliance with executive oversight and guidance. It is composed of a Chair and several Vice-Chairs representing major constituencies.

The high-level Strategy Council provides overall strategic guidance and priority setting. It is composed of top-level policy makers, practitioners, experts and thinkers with balanced representation from all groups. The Council ensures engagement of high-level expertise and leadership, and facilitates outreach. The basic requirement for the members of this policy-setting group is commitment, experience and vision in ICT for development and traditional development fields.

The Champions Network is a group of activists, experts and practitioners promoting development through the use of ICT. They echo and amplify at local, national and regional levels, the lessons learned and best practices identified through the work of the Alliance.

For policy and expert advice, the Strategy Council and the Steering Committee will be able to draw upon a group of High-level Advisers.

A small secretariat provides substantive analytical support to the Steering Committee and organizational and logistical support to the Alliance. It draws upon the knowledge, experience and resources of entities within the United Nations system, regional networks, the academic community and other key constituencies.
